HTS code-linked document management platform for international trade

The Need

Thomson Reuters, a global information services provider serving trade and customs professionals, needed a powerful document management tool to streamline the complex workflows of international import/export operations.

Trade organizations managing cross-border shipments deal with massive volumes of documents—commercial invoices, packing lists, bills of lading, certificates of origin, customs declarations, and compliance documents—each linked to specific products classified under HTS (Harmonized Tariff Schedule) codes. The existing document management approaches using file shares, email attachments, and disparate systems created inefficiency, compliance risks, and errors.

Trade professionals struggled to organize documents by HTS codes for efficient retrieval, track document versions and approval statuses, ensure all required documents were submitted for shipments, find specific documents quickly among thousands of files, and maintain audit trails for compliance verification.

Thomson Reuters required a centralized, version-controlled platform for organizing, tagging, and retrieving HTS-linked documents, with workflow automation tracking submissions, approvals, and trade activity to reduce errors and improve process efficiency.

With the goal of saving $100,000+ through reduced errors and compliance issues, and 50,000+ hours of workflow automation, Thomson Reuters needed a sophisticated trade document hub that would transform how customs brokers, freight forwarders, and trade compliance teams manage the documentation essential for international commerce.

The Solution

We developed a comprehensive HTS and trade document management platform that transformed how Thomson Reuters' clients handle international trade documentation, delivering substantial efficiency gains and cost savings.

The Smart Trade Document Hub creates a centralized version-controlled platform for organizing, tagging, and retrieving HTS-linked documents.

The system maintains a comprehensive document repository where every trade document is stored with metadata including HTS code linking documents to specific product classifications, shipment information connecting documents to specific import/export transactions, document type categorization (invoice, packing list, certificate, etc.), version history tracking every document iteration with timestamps and user attribution, and approval status indicating which documents have been reviewed and approved.

The version control ensures teams always work with current documents while maintaining complete audit trails of changes—essential for compliance verification and dispute resolution.

The HTS-code tagging enables rapid retrieval of all documents related to specific products or classifications, dramatically improving efficiency when preparing shipments, responding to customs queries, or conducting compliance reviews.

The Workflow Automation + Compliance feature tracks submissions, approvals, and trade activity to reduce errors and improve process efficiency.

The platform automates document workflows including submission routing automatically sending documents to appropriate reviewers based on document type and transaction parameters, approval workflows tracking review status and escalating pending approvals that risk delaying shipments, compliance checks validating that required documents are present and properly completed before submission, notifications alerting stakeholders when actions are needed or deadlines approach, and activity logging creating complete audit trails of who accessed, modified, or approved documents and when.

This automation eliminates manual tracking using spreadsheets or email, reduces errors from missing or incorrect documents, accelerates approval cycles by removing bottlenecks, and ensures compliance by enforcing document requirements systematically rather than relying on individual diligence.

The WPF Interface + Search Engine built with WPF (Windows Presentation Foundation), MEF (Managed Extensibility Framework), and Lucene.net delivers seamless UI and high-speed document indexing and search.

The desktop application provides rich, responsive interfaces for document management, powerful search capabilities enabling users to find documents instantly using HTS codes, shipment numbers, document types, dates, or full-text search, advanced filtering narrowing results by multiple criteria simultaneously, and preview functionality allowing users to view documents without opening separate applications.

Lucene.net powers the search engine, providing Google-quality search performance across potentially millions of documents, with sub-second query response times even in large document repositories. The MEF architecture enables modular extensibility, allowing Thomson Reuters to add custom functionality or integrations for specific client needs without rebuilding core platform.

HTS classification and regulatory compliance platform for US importers and exporters

The Need

Thomson Reuters recognized that US importers and exporters faced critical challenges in accurately classifying products under the Harmonized Tariff Schedule (HTS) and maintaining compliance with complex, constantly-changing trade regulations.

Incorrect HTS classification can result in overpaid duties, customs penalties, shipment delays, and compliance violations, yet the HTS contains over 17,000 classification codes with nuanced distinctions that require expert interpretation.

Beyond classification, trade professionals must track regulatory requirements from multiple government agencies—FDA for food and drugs, EPA for environmental products, DEA for controlled substances, and others—each with specific documentation, testing, and clearance requirements. Existing solutions provided static tariff data but lacked integration with regulatory databases, offered no automated compliance tracking, required manual research across multiple government websites, and couldn't keep pace with regulatory updates and trade policy changes.

Thomson Reuters needed a comprehensive web platform co-branded as Global Trade Analyzer (GTA) that would deliver detailed Harmonized Tariff Schedule data, integrate with US Partner Government Agencies (PGAs) for automated regulatory compliance tracking, and handle complex data flows with live updates as trade regulations evolved.

With the goal of processing 150,000+ import classifications and providing access to $75,000 worth of compliance documents, Thomson Reuters required an enterprise-grade trade compliance platform that would become indispensable for US import/export operations.

The Solution

We built and co-branded Global Trade Analyzer with Thomson Reuters, creating a comprehensive platform that transformed how US importers and exporters manage HTS classification and regulatory compliance.

The Joint Platform with Thomson Reuters was built and co-branded as GTA (Global Trade Analyzer), used by US importers and exporters for HTS classification and compliance tracking.

The platform provides comprehensive HTS database containing all 17,000+ tariff classifications with detailed descriptions, duty rates, special trade program eligibility, and classification guidance. Users can search by product description, HTS code, or keywords, with intelligent search algorithms suggesting relevant classifications even when users aren't sure of proper technical terminology.

Each HTS entry includes duty rates under normal trade relations, special program rates (GSA, NAFTA/USMCA, etc.), and historical rate data enabling users to understand cost implications of classification decisions.

The co-branding with Thomson Reuters leverages their reputation as the authoritative source for trade information, giving the platform immediate credibility with customs brokers, compliance professionals, and corporate trade departments.

The Integration with US PGAs (Partner Government Agencies) provides automated access to regulatory data from agencies like FDA (Food and Drug Administration), EPA (Environmental Protection Agency), and DEA (Drug Enforcement Administration), supporting customs clearance and risk mitigation.

When users classify products, the system automatically identifies which PGAs have jurisdiction, displays specific regulatory requirements (permits, certifications, testing, labeling), provides access to relevant forms and guidance documents, alerts users to recent regulatory changes affecting their products, and tracks compliance status.

This integration transforms GTA from a tariff lookup tool into a comprehensive trade compliance platform. Rather than researching multiple government websites to understand requirements, users get consolidated, product-specific compliance guidance within GTA, dramatically reducing research time and compliance risk.

The Built for Scale & Accuracy component leverages .NET/C# and SQL Server to handle complex data flows, classification mappings, and live updates for trade regulations.

The platform architecture supports high concurrent user loads as trade professionals simultaneously research classifications and compliance requirements, maintains massive databases of tariff classifications with historical versions and effective dates, processes complex queries searching across product descriptions, notes, and regulatory data, implements data synchronization mechanisms pulling updates from government sources, and ensures data accuracy critical for compliance decisions where errors have financial and legal consequences.

SQL Server provides the robust, reliable data management infrastructure essential for mission-critical trade compliance applications, while .NET/C# delivers the performance and scalability required as Thomson Reuters' client base grows.

The platform's success is demonstrated by its substantial usage: processing 150,000+ import classifications helping users determine correct HTS codes for their products, and providing access to $75,000 worth of compliance documents including regulatory forms, guidance documents, and agency updates that would otherwise require expensive subscriptions or laborious research across multiple government websites.

The Challenge

The primary challenge was creating and maintaining an HTS database that remained current as tariff rates changed, trade agreements evolved, and classifications were clarified or modified by customs authorities. The HTS is a living document with frequent updates, and users depend on GTA providing accurate, current information.

Building automated data synchronization from government sources, implementing version control tracking when rates or classifications changed, and notifying users of changes affecting their products required sophisticated data management infrastructure.

Integrating with multiple US Partner Government Agencies each with different data formats, update frequencies, and API capabilities (or lack thereof) presented significant technical challenges.

Some agencies provide structured data feeds, others only publish PDFs or HTML, and regulations often require human interpretation. Building automated systems that could aggregate this disparate information, structure it for searchability, and present it coherently required extensive data engineering and continuous maintenance as agency systems evolved.

Creating intelligent classification search that could help users find appropriate HTS codes even when they didn't know precise technical terminology required advanced search algorithms.

Users might describe products colloquially ("kitchen sponges") while HTS classifications use technical language ("articles of cellular plastics for domestic use"). The search engine needed to bridge this terminology gap through synonyms, related terms, and machine learning from past successful searches.

Building a platform that could scale to support Thomson Reuters' growing client base—customs brokers serving hundreds of importers, corporate trade departments managing thousands of product lines, and consulting firms researching classifications for diverse clients—required architecting for concurrent access, query performance, and data volume. The system needed sub-second search response times even as the database grew and usage increased.

Ensuring data accuracy where errors could lead to customs penalties, shipment delays, or compliance violations required rigorous quality assurance, validation against authoritative government sources, and clear attribution of data provenance so users understood they were accessing official information rather than third-party interpretations.

From Europe to the Gulf, from Fortune 500s to stealth startups, teams in Bangladesh are building more than software — they’re engineering outcomes.

And at VivaTech, we're putting two of our proudest AI builds on display. One: a pioneering AI platform for children developed for a U.S.-based partner that turns screen time into safe, intelligent playtime — powered by conversational AI and sentiment tracking. The second: an agricultural intelligence tool that uses machine learning to detect early signs of crop disease and autonomously direct precision pesticide spraying. Fewer chemicals. Fewer labor hours. More food security. These are not prototypes. They are live, and they are working.

AI isn’t just what we do — it’s how we’re changing lives

At Kaz Software, AI isn’t layered on for effect. It’s embedded in purpose. We don’t build demos. We build solutions that run in the wild — for people, for systems, for the future. Whether it’s in classrooms or farmlands, our AI projects are driven by use-case, not hype. We obsess over real-world utility: What will help a child think better, learn faster, stay safer? What will save a farmer hours of work and liters of unnecessary pesticide? These questions don’t come from textbooks. They come from the field — and we code with that in mind.

The platform for children — a first-of-its-kind intelligent play-and-learn ecosystem — uses AI to adapt content in real-time based on emotional cues, making it both interactive and protective. On the other side of the world, our crop-health system leverages drone vision, edge ML, and regional data to diagnose and prescribe — almost like a doctor, but for acres of land. That’s the kind of duality we’re bringing to Paris: human-first, tech-deep.

At VivaTech, we’re not there to impress. We’re there to connect — with people building the next chapter of responsible AI, and with businesses that need devs who can ship it, scale it, and support it.

Bangladesh isn’t just in the room — it’s building the room

The world is finally waking up to a truth we’ve lived for years: talent doesn’t wear a zipcode. Founders, VCs, and enterprise CTOs are no longer asking why Bangladesh. They’re asking how soon can they scale with teams from here. And Kaz Software — with two decades of shipping high-impact solutions — is not just building software anymore. We’re building bridges. At VivaTech, we carry the weight of that mandate. To create visibility for our devs. To open business pipelines. To spark investments that bring global revenue back home.

Because when we talk about AI from Bangladesh, we don’t mean AI that mimics — we mean AI that matters. AI that helps feed a village or nurtures a child’s curiosity. And the teams that build this? They sit in Dhaka, in Sylhet, in Rajshahi — not just in cubicles, but in client calls, product workshops, and strategic decision rooms. We are not a service vendor. We are a tech partner.

So yes, we are in Paris. But not for the wine. We are here to make sure the world sees what we already know: Bangladesh is not the back office — it’s the innovation engine.

Developing the MIS platform for Good Neighbors Bangladesh

Download case study

Introduction

Good Neighbors Bangladesh (GNB), a member of Good Neighbors International (GNI), has been dedicated to assisting deprived children, mothers, and families through various projects since 1996. These projects span education, health services, economic security, protection, community development, sanitation, and disaster relief across 12 districts of Bangladesh.

The Need for Automation

Prior to the GNB MIS project, GNB struggled with managing project information using traditional methods such as papers, Microsoft Excel, and Word. This made tracking project activities, and monitoring and evaluating data, budget, and expenses challenging. In 2021, GNB embarked on developing a comprehensive Management Information System (MIS) to move towards a paperless system, despite challenges like resource training, data migration, and maintaining existing processes. And after a thorough selection process, they selected Kaz Software as their implementation partner.

The Challenge

The primary challenge was understanding GNB's existing business processes and translating them into user-friendly software solutions. The focus was on scalability and extensibility to accommodate all project types. Key objectives included successful execution of the Software Development Life Cycle (SDLC), ensuring user-friendliness, and achieving compromise on delivery dates and milestones.

The Start, the Process

Given the requirements' evolving nature, we chose Agile Kanban as the project management methodology. The project faced challenges in meeting the initial timeline, leading to a compromise between Kaz Software and GNB. A dedicated individual handling multiple roles mitigated stakeholder management issues - creating a single point of contact. Incremental SRS preparation prevented significant redesign and redevelopment. We selected Microsoft .NET as the technology stack and decided to use MongoDB to address the need for dynamic properties in the MIS solution.

The Solution

Initial Phases: In the project's early stages, meetings focused on identifying solution modules and high-level requirements. A roadmap with milestones was created. A skilled professional engaged by Kaz Software handled requirements analysis, proposed software requirements, prepared the SRS, planned sprints, executed them, and delivered the product. The Agile KANBAN SDLC process ensured prompt client feedback through AWS hosting.

Project Management: A senior project manager at Kaz ensured the project's success by preparing architectural codes, managing code implementation, creating task tickets, planning sprints, and publishing sprint deliverables. Sprints were 3-4 weeks long, involving detailed planning and immediate deployment of features for client feedback.

Technology Choices: To meet dynamic entity property requirements, MongoDB was chosen over other databases. The GNB MIS solution included a web portal and an Android app for field users to collect beneficiary data using GPS within a specific perimeter.

Challenges and Solutions: Meeting the initial timeline was a significant challenge due to the project's size. Both parties, Kaz Software and GNB, compromised to extend the timeline. A resource crisis was managed by a dedicated individual handling various roles. The SRS was incrementally prepared, minimizing redesign risks.

Results and Outcomes: Despite challenges, the project was successfully delivered within the extended timeline. The smooth release boosted client confidence, leading them to adopt the GNB MIS solution for all projects ahead of schedule.

The Outcome

The resulting software platform is a comprehensive MIS platform and one of the most advanced now in use in Bangladesh. With this platform, GNB can:

  • Track and monitor projects at all locations of operation.

  • Manage KPIs and other performance metrics.

  • Manage project-related activities, financing, and budgeting.

  • Run surveys with GPS-enabled location tracking with an Android app.

  • Offer transparency to project activities to all stakeholders.

The Software Team from Kaz

As an innovative and forware-looking NGO, GNB was looking to build a solution that was going to manage an established but inefficient process. This meant GNB needed a software team that was both talented and experienced. A team that can get the job done fast but is fine with the constant need to change and adapt. Together we put in place an engineering team that could meet their needs in record time. With software architects and designers who can imagine and visualize the software and with software engineers who can implement those designs. And our highly experienced project manager ensured that everything ran swiftly and according to plan.
